Outlook error 0x800CCC3C

This error occurs becuase you have sent more emails than you are allowed to send in a day.  If you go directly to Hotmail through the web interface and try to send an email, you will get a clearer error message.  instead, in Microsoft fashion, Outlook gives you a useless message, which is

Sending' reported error (0x800CCC3C): 'The server reported an error. The server responded 'Precondition Failed'.'
